But I already paid for it

I have a new phone and all but this app has been paid for and downloaded into my phone from the cloud account, this app requires me to purchase it again. I like the app and all but not to repurchase it. Wish we could give negative stars, stupid Apple forcing a star even though we dont want to give a positive review.
